Paul Phélypeaux de Pontchartrain, seigneur de Pontchartrain et de Villesavin est un homme d'État français né à Blois en 1569 mort en 1621. Fils de Louis Phélypeaux seigneur de Vrillère et frère de Raymond Phélypeaux d'Herbault. Secrétaire des commandements de la Reine Marie de Medicis(remercié en 1619),secrétaire d'État en 1610,négociateur de la Paix de Loudun en 1616), acquiert Pontchartrain en 1609
* Épouse en 1610 Anne de Beauharnais ,dame de Pontchartrain, morte le 20 janvier 1653.
Il eut quatre enfants , un garçon et trois filles dont:
* Louis I Phélypeaux de Pontchartrain (1613-1685).
