Ses mandats sont marqués par les mouvements civiques, l’accès des plus pauvres à la santé et la poursuite de la conquête spatiale. Pourtant, malgré la détente avec le Chine populaire, sa politique étrangère sera très marquée par l’embourbement militaire au Viet-Nam et la mort de milliers de jeunes américains du contingent. Devenu impopulaire y compris au sein de son parti, il jette l’éponge lors de la primaire démocrate de 1968 marquée par l’assassinat de Robert F. Kennedy. Le candidat démocrate et vice-président , Hubert Humphrey, est battu par Richard Nixon.
