Pendant la guerre civile, il contribue aux côtes des troupes fédérales à repousser les forces confédérées du Kentucky. Dès 1862, il siège au congrès de l’Ohio. En 1880, alors qu’il brigue un poste de sénateur au congrès des États-Unis, il obtient suite à des divisions internes l’investiture républicaine pour les élections présidentielles.
